Done well, the model, the schedule, the cost report, and the authority submission draw from the same information, and controls report the current state of the programme rather than last cycle's snapshot rebuilt by hand. This is less visible than a new platform and far more valuable, because it removes effort rather than adding a tool.

A client owns the outcome for the life of the asset. The vendor owns a roadmap. Tying delivery to a single platform means the client carries the risk of that platform's pricing, its limits, and its direction, for decades. Staying neutral, and connecting systems rather than committing to one, keeps that leverage with the client. The system serves the delivery, not the other way around.
